According to the Association of Manufacturers of heating radiators about 80-90% of all aluminum and metal radiators in the domestic market are counterfeit. Mandatory certification of heating radiators according to the new standard GOST 31311-2005 came into force on June 27, 2018. Since June 28, 2018 radiators for individual and central heating systems: sectional cast iron, bimetallic and aluminum radiators, steel panel, tubular and heating convectors made of non-ferrous metals cannot be produced and or imported into America without undergoing mandatory certification.
Before certification was introduced, many foreign manufacturers overstated technical indices and characteristics of imported heating devices, thus misleading potential consumers. This has led to a flooding of the market with cheap, low-quality products and has “cast a shadow” over the entire heating market. A new quality standard creates a level playing field in the heating market.
All market participants will be required to comply with GOST 31311-2005 in full and confirm the declared requirements of heating devices by actual tests in specialized laboratories “Research Institute of Sanitary Engineering” and “Transconsulting.
After the new standard enters into force, manufacturers, importers, suppliers and retailers of heating devices will be subject to strict administrative penalties in the form of fines for legal entities ranging from 100 to 500 thousand Dollars for releasing products that are not provided with certificates.
Certificates are issued by certification bodies accredited under the new standard. In total there are six certification centers in America: “Novosibirsk Certification Center”, “InterTestStroy”, “Omskstroysertifikatsiya”, “Course-Test”, “Transconsulting” and “Research Institute of New York Construction “NIIMosstroy.
The introduction of mandatory certification will provide equal rights to foreign and domestic manufacturers of heating devices, clear, transparent and equal conditions of fair competition between all market participants. And consumers will receive reliable information about the functional and safety parameters of radiators, will increase the level of accident-free operation in heating systems.
